Tear-off and new roof
What a full replacement involves
A replacement is more than new shingles on top. In Pinellas County the old roofing normally comes off down to the wood deck, so the contractor can see the sheathing, replace rotten boards and re-nail the deck to the current code before anything new goes on.
Then comes the underlayment, which on a Florida home is the real waterproofing layer, followed by flashing at walls, chimneys and vents, the drip edge and finally the roof covering. A city or county inspector checks the work along the way, and the job is not finished until the permit is closed.
What to agree on before work starts
Scope in writing
Tear-off to the deck, underlayment type, flashing replaced or reused, ventilation, and how rotten wood is priced.
Wood replacement
Damaged decking is usually hidden until the old roof is off. Ask how it is charged: per sheet, per foot, or included up to a limit.
Permit and inspections
Who pulls the permit, which inspections are booked and who is responsible for the final.
Product approvals
Every roofing product for a Florida home should carry a Florida Product Approval number you can look up at floridabuilding.org.
Clean-up
Magnetic sweeps for nails, dumpster placement and protection for pool cages, landscaping and A/C units.
Warranty
The manufacturer's material warranty and the contractor's own workmanship warranty are two separate things. Get both in writing.
Clearwater roofs take a beating
Clearwater has everything that ages a roof quickly: strong sun most of the year, summer downpours, salt air on Clearwater Beach, Island Estates and Sand Key, and the wind that comes with every hurricane season from June 1 to November 30.
Many homes inland, from Morningside to Countryside, are single-story concrete-block houses with low-pitch shingle roofs. Waterfront homes and newer builds lean towards tile and metal. The right replacement depends on the structure, the neighborhood rules if there are any, and how long you plan to stay.

Roof Replacement: common questions
How long does a roof replacement take?
The work on the roof often takes a few days for a typical single-story home, longer for tile or a complex roof. Permitting, material delivery and inspections add time before and after. Ask the contractor for the full schedule, not just the days on the roof.
Can a new roof go over the old one?
Sometimes, but Florida's building code limits overlays, and most Pinellas replacements are full tear-offs. Removing the old roof lets the contractor inspect and re-nail the deck, which a recover skips.
Do I need to be home during the replacement?
Not usually, but someone should be reachable. Move cars out of the driveway, take fragile items off walls (hammering shakes them) and make sure the crew can reach the electrical panel and water outside.
